Car bogs when turbo spools

I am buying a 96 Eclipse DST from a guy today. There are a few problems with the car. Other than cosmetics the timing is off and when the turbo spools the car bogs.

car is fully dynomatt'd for quiet ride!

Low boost is set for 14lb and 19lb High boost. The guy thinks its a fuel cut. I was thinking boost leak. Before I build a boost leak tester, how would I test if it is indeed a fuel cut? Lower the boost to like 8lb and see if it runs good? I need some advice what to do, I need the car up and running hopefully by Saturday.

Sorry to bring this thread back from the dead,
figured it was better then starting a new thread.

im having similar problems,
except mine only occurs during boosting during partial throttle.
WOT is fine.

Is this a boost leak too? im stumped. thanks in advance.
