Car acts like it has a rev limiter at 3500 rpm

95 eclipse rs. Ok the problems started a few weeks ago. It does this intermittantly along with an eratic idle. When I am on the throttle no matter if in gear or neutral if I go past half throttle above 3500rpm it starts bouncing like theres a rev limiter there. So far I have replaced the TPS and IAC. I Checked the vacuum lines and the cat. It has an msd coil pack and ngk platinum plugs. Its the 420a platform so I dont think the other threads on here that I read can help. Can anyone tell me what it might be. Helppppppppp

What were the last things done recently to the car before the problem first showed up?

Yea my friend had the same problem. His car wouldn't go past 4k rpms. He checked everything. Later he found out that his ecu was bad and sold it. Now the new owner put a new ecu in it and it runs perfectly fine.
