Cannot boost past 10 psi

Ok Guys so my cr has an I yet ally gated 16g. I have a turbosmart dual stage controller running it any adjustments will not increase boost. I tried to induced a vacuum leak to the waste gate actuator and I had no change in psi. Does this sound like a torn diaphragm in the waste gate. I know the controller works it works for other cars. The arrow points towards the waste gate actuator. Any clue?

If your diaphragm was torn the gate wouldn't open and you'd have absolutely no control over boost...meaning it would make as much as the turbo could make. Sounds like you have an issue with the boost controller.
