yeah that definitely looks like the seatbelt reminder. If you start the car and buckle the seatbelt, if the light stays on, its the seatbelt reminder.
 
Only other thing that I can think of, if the talon is the same as the Eclipse, is the rear O2 sensor. The wires from the sensor run up under the seat and that is where they connect. At least on mine that is how they were.

But that doesn't really make sense if you had no CEL and the plug doesn't look right.
 
Lets see... I have no heated/power seats.. All of my lights were working before and after I plugged it together...

I'm not sure about it being an O2 sensor wire, but the one wire comes from under the carpet and the other goes near the seat belt I cant quit tell if it goes to the seat belt or under the center console ( you know where your drink holder and stuff is)

I figured they were probably supposed to be connected so I left it connected. I would just like to know what it is now.
 
if its anything that has to do with airbags, the black housing the wires run in would be yellow. not just the wire, but the tube the wire runs through. i have the same thing under my seat and have never messed with it. it must be for some option that your car doesnt have that has to do with that seat. manufacturers like to use the same harness in every car that way its cheaper and easier than having several harnesses for every different model and different trim package. i wouldnt be too worried about it as long as everything works and there arent any lights on or problems. or it maybe the same harness that mitsubishi used in another car that has that option but wasnt available on the eclipses. idk though.
