can rev past 3000

OK i have couple question first i have a 92 talon automatic got a big 16g turbo a front mount and piping and some guys told me i need to tune my car but it doesn't let me rev over 3k and when im driving the car it doesn't pick up speed at all its real slow and sometimes it spool up right away and when its on idle it spits droplets of gas from the exhaust what can i do to check this out maybe a bad head gasket i dont know but the engine was rebuild right before i got it thanks

before i fixed some leaks on the throttle body it was running like crap now it runs better but i haven't had the time to recirculate the b.o.v and now i cant try anything because i sent my ecu to ecm tuning so they can e prom it for dsm link but yea i did notice my boost was under 0 when i turn it on and i would give it gas and it would go up but slightly and every time i would take it for spin around the block i would have my foot on the gas all the way down and it would just not go so i turned around to go home and did the same thing pedal to the metal and its actually pick up and spool up faster that the first time around that was it i tried different maf sensors i have a 2g maf and it actually revs up higher but it does go anywhere so its all the same haha so hopefully with a lil tunning it runs like a beast
