cam line up for timing

When i set the timing on my 1st gen how do i know if the intake and exhaust cam are lined up right, i know theirs marks that you line each cam gear together but i'm wondering if you have it lined up and turn one of the cams a complete turn and line it up again will it be that same as before you turn it a complete turn? Kind of sounds confusing.
 
there are dowels on the cams that need to point at 12 o'clock with the marks also together on the gears

No, you definitely don't want to do that when the cylinder head is bolted onto the engine block, you can bend your valves doing that.

Just to clarify, when the marks on the cam gears are lined up and the dowel pins on the camshafts are pointing upwards at 12 o'clock there's no difference if you spin the cams as long as you line them back up to the same position. You can do this when the head is off of the car but not when it's on the car because the timing belt isn't connected so when you turn the camshafts the pistons aren't moving with them. The pistons are stationary so when the cams spin the valves push down and would hit the pistons and bend.

There wouldn't be any point to spin the cams completely around anyway. They're stiff to rotate under the valve spring pressure (you'll need a wrench to spin them) so they're not going to be spinning around very easily so that's not something you have to worry about. The natural resting position of the cams are relatively close to where they need to be lined up to be timed properly.

I hope that makes sense and I didn't just make it confusing while trying to explain it.
