CA smog failure

No leaks, new catalytic converter, good o2 sensor wired correctly, new throttle position sensor. checked vac hose diagram and all hoses apear to be in the right place. no check engine lights are on. the car runs pretty good. surges slightly at idle tho but hardly.... checked the timing, its dead on perfect. compression is good. i always use 91 octain fuel. new ngk spark plugs. all cylinders are firing. still getting 630 hc of a max allowable 120 so could it be the mass airflow sensor even tho there are no check engine lights on? maybe the egr valve? im running out of options here. the gsx smog tests at idle and 2500rpm and is very hard to pass...this smog thing is turning into quite a nightmare. im so done dealing with it. any1 know a place i can just pass for like $100 bucks or somthing?

Make yourself a boost leak tester and fix all the boost leaks you have first.

I've heard that mixing e85 will help with hc, might want to look into it...
