BUZZING from fuel pump relay...PLEASE HELP

I have a 96 2g eclipse with bolt ons.. My car started making a loud buzzing noise from the ecu area whenever i tried to start the engine. The buzzing is coming from the fuel pump relay. I have the 2 black relays on a bracket, and i have replaced it with brand new relays from the dealer. I also installed a new fuel pump hoping the motor would start, but nothing...I have checked the ecu and no weird smell, and no sign of leaking capacitors or damage to the board...

Can it still be the ecu??

Any help will be greatly appreciated... Thank you..
