BUYING 1ST DSM "good deal or not"

OK so im new hear,and i have a question. is this a good deal? 1991 talon awd turbo for sale for 1,200$. the good stuff on it (2.5 in downpipe,high flow cat,and full catback by buschur racing),k&n filter,new tires,front strut bar,tinted windows all around, and eibach lowering springs, leather interior, and a new stock clutch installed. car has 125k on it...now for the BAD..the guy says it wont run. he thinks its the starter i didnt test it yet. the oil is full but black. no power steering no battery in it and i wanna check to see if the timeing belt is still on (I hope). what do u guys think is it a good deal or should i not bother

More details, how long has it been sitting, bring a battery, do a compression test, all the good stuff, if it wont run, I would offer $800 no more, just be like oh well it could have a bad motor, blah blah blah. Also, so you dont get in trouble, read the forum rules, theres strict rules here about proper spelling, capitalization, all that good stuff.

Seems like a great deal with all those parts in it. Make sure you ask when and how the problem originally started, that will lead you in the right direction.

Thanks for the advice guys. The guy told me it was sitting for at least a year and a half. He also said that if someone pushed the car it would start, and he's just tired of putting money into it. Well we're going to try to start it next week. Ohh the good deals u get when your roomate is the manager at autozone. (freebie)

Bad starter is easy to diagnose, and is not a big deal. Put the battery in and try starting it. If it does not crank over, trying cranking it manually (ratchet on the crank). It can also be a seized motor, which IS a big deal...
