General "Burnt" parts on ECU

Pretty much I would like to know what these would effect on my ECU and if these "burnt" parts could be casuing all my issues.

1990 Eclipse GST bone stock

BACKGROUND:
I have a barometric temp sensor code #25. 3 different MAF, same symptoms and same code. Car would buck/hesitate on any throttle amount, speed or gear, pretty much undrivable. I changed coil pack, wires, and plugs just to be sure. NO BOOST LEAK(did a test 5 minutes ago), 3 different MAF, changed coolant temp sensor just to make sure that was working. Some other things as well that I cant remember or dont think would be relevant. NONE of these helped.

Decided to try with MAF unplugged, car has steady idle at around 900-1000, little high but whatever. NO, I MEAN ZERO bucking now car runs about 80% ok. I am running very rich and when first applying throttle I get a little "misfire" until boost kicks in, i guess under vacuum. Car also doesnt really want to go over 4500RPM, i dont push it to but it seems to be at 4000 it just stops going, no fuel cut, just stops accelerating. Could be me not wanting to push the car that high right now. I can deal with how it runs right now, other then shit MPG but I would like to solve this as it is def not normal.

Today I finally pulled the ECU and found a few spots that dont look how they are supposed to. I dont know anything about ECUs so if someone could look at this and give me some insight that would be awesome.

My 2 issues now are the ECU having these marks and the car only running right with MAF unplugged, related? IDK

Looks like your capacitors are leaking. Need to get those fixed ASAP before the electrolytic fluid eats through the board. It may be your issue, but regardless it needs fixed.
