ok well my car started to smoke blue smoke like crazy when slowing down sometimes and when i rev it up well i changed all the valve seals and the motor was rebuild so do u think it could be the turbo. it spools to 17 and goes down to 13 pounds. what are some symptoms of a bad turbo.
 
Check the turbo if it has any play up and down (it shouldn't) and any exsesive play left and right (a slight play is ok). I would also recheck the valve stem seals if the turbo checks out good, I had my head rebuilt and one valve seal came loose. Just take out the valve cover and with a flash light take a close look if they are not broken or if the little spring around them did not come loose.
 
And clean the intercooler too if you have oil on that side of the turbo.
