brakes and steering issue

hey guys, I just picked up a 98 GST with 65k mi on it and I have a few questions. I'm not super good when it comes to cars but I have a general understanding of most things on it.

It failed inspection on brakes and steering and it also feels unsafe to drive so its something I want done, other wise the car drives like a dream.

the brakes feel great at first, normal and easy to push down when im at low speed. When I get to about 50mph or higher and need to brake fast the pedal becomes stiff and my braking performance is terrible. car doesnt feel like its pulling just really bad stopping power with a really stiff pedal.

as for the steering it feels fine through most of its motion but the last 1/3 or so it feels like there isn't any power steering to help it, I also have a loud squeel on the left side facing the engine on either the pulley or the belt. Im not sure if this has to do with the steering. it drives me crazy hearing it over my awesome engine haha.

i tried looking at searches and didn't really find my situation,
any advice is great and highly appreciated, thanks all.

EDIT: also i forgot to mention I can't do the work myself and will probably take it to a shop. Im wondering if any who has caliper and steering work done on their dsm what they paid for the work and parts. I have 1300 to get it on the road with but I really would like to get away with paying around 700-800.

is the squealing in the front while moving and turning or just siting still and it might be a frozen calliper??? but its hard to tell.

if its while your moving and its scraping its probally a stab link and there not expensive or hard to put on
 
the squeel is the belt or the pulley thats right above the headlight lense, i only hear it squeel while im idling. it might still squeel while im driving but the engine noise masks it while im driving if it is.

and i think you're right about the calipers, it doesnt pull but becomes really hard at the pedal and feels like the calipers arn't "biting" into the disks.

turns out I have a GS with the 420a but was turbocharged by the previous owner, if that changes anything about the location of the squeeling belt/pulley. I cant seem to pin point what it is in my clymer manual
