Lowest cost possible? Whats wrong with your motor now? If nothing, leave it alone and just run it. A stock motor can hold 500whp easily.

Assuming all your maintenance is done. 300-350hp is an easy goal to achieve and if you want to be cheap about that too then.

Evo 8/9 injectors
Walbro 190
16g (any flavor will do)
boost controller
safc 2
homemade logger

Thats about all you need for a budget 300-350hp car.

You are not the first DSM'er that had the valves hit the pistons.

Buff the high spots off the pistons.

Fix the head, and go on with it.

For a rebuilt head, gaskets, oil and a timing belt set up, you will spend about $1000 and be back running in stock form.

the head is damaged... im already rebuilding so, besides engine walls had heatspots and the crosshatches almost gone and 1 ring had a crack
 
after the build it will be running stock tjune etc_---______+++till i get bigger injectors, turbo, and other parts

Well I was going to underline this part of his statement but I forgot how to do it, ignorant me.

Everyone can take back their advise since he has other plans for the engine after the build.

OP come clean with what you really have in mind, that will determine which way you should go, then people can advise with a better knowledge of what to do, otherwise I think you are wasting your time and every ones elses.
 
I want to rebuild the engine... and make 300-350 afterwards, yes i could grind the highspots on the pistons, but I don't feel comfortable with having chips in my pistons.
