Boosting Problems with my new 1g. NEED HELP

So i just bought a 1g tsi last monday. Everything runs fine and what not, but just within the last couple of days it is boosting irregularly. I did a search and could not find a very clear answer but here is my problem:

When getting on it in first or second the psi will go up as high as 24 psi (I have it set to ~19psi) then it will drop down to like 15-16psi and stay there.
When getting on it in 3rd or 4th it boosts normally. I tried adjusting the MBC, but it didn't help.

Any ideas?

Ported 16g,
ported evo3 o2 housing,
walbro 255 fuel pump,
1g bov atmospheric
550cc injectors,
3" K&N intake,
SS fuel line,
ETS FMIC 2.5" piping,
Forced Performance turbo manifold,
3" turbo back exhaust,
Stock muffler
MAF translator pro
MBC

what kind of wastegate are you using internal or external?

what rpm's are you going to on 1st and 2nd, are you going to the same rpms on 3rd and 4th, also for the boost controller 19 "clicks" doesn't mean 19 psi per say

Actually about 6500 in 1st and 2nd, and like 5000 in 3rd and 4th

see if its the same on 3rd and 4th if you can find a street that'll let you get that high or maybe turn down zee boost controlled a smidge
