Boostin but Slippiing. Need help

I have a 98 gs-t.
Just had my act 2600 clutch and act flywheel put in.
I drove 500+ miles already.

I was challenged by some new VW and I know that I would beat it.

I downshifted to third, and stepped on the gas.
I feel my tires not grabbing.
It does this everytime I am boosting.
How can I fix this?

Also, I just got a $500 fee for drag racing.
$50 for modified exhaust?(apexi n1 is that illegal).

Truth is me and my friends where just cruisin.
Then some dumbass called the cops on us.
Im trying to appeal the case, any help would be nice.

Chances are you not spining the tires down shifting to 3rd unless you got some good mods going on. Does it feel like the clutch is slipping. And for the cops.. In pa you can do stuff to your exhaust as long as you have a cat and a muffler. Doesnt matter what kind. Its just gotta be there.
