I have a Spec Stage 3 clutch. Stage 4 axles and suspension upgrades should be on by next month. Do low 13's seem feasible?

You're reading the chart wrong. Flow and pressure are two completely different things. In most cases, they correlate to one another, but there are also many other factors that must be considered (fuel line diameter, internal texture, elasticity, fluid compressibility, etc.).

not with stock injectors you won't, if you've got a built bottom end then do yourself a favor and skip right over the fmu and get at least an sfmu or possibly msns or the portfueler then you can upgrade injectors and run more than 8 lbs of boost and hit low 13's
