Boost problems!

So I'm having problems building boost under load. I'm running FP Green I notice normal lag which is normal, Here's my problem once I start building boost around 3800-4300 RPM turbo spools then gets 13PSI then to 15 PSI then stops and slowly starts climbing to 20PSI I've done a BLT found some leaks and fixed them. Also after doing a 3rd gear pull I notice once I come to full stop and start driving again I hear my Waste Gate still open and venting to atmospehere. Could running to small of a line from MBC to turbo nipple and waste gate cause this?? I'm using the lines that came with my HallMan Pro MBC which are way way smaller than WG connection and nipple on turbo! BTW it's a internal WG! Any help would be great guys thanks!

Turbo is new with less than 200 Miles on it.

the turbo and wastegate are 2 different parts. if you boost is still climbing then your wastegate isn't opening when it's supposed to (that is if you only had it set to 15lbs)

I adjusted the WG and still does the same thing! wtf?? bad WG?
