Boost leak test = BOV leaking

I don't have a dsm, but on my turbo setup I am using a 1g dsm bov (the metal one). It is not crushed and I am only running 8lbs. My setup was lagging bad, so I bought the stuff to do a boost test. I put about 8-10lbs in my turbo and it bleeds down in 20 seconds or so. I found that my bov is leaking out of the part that puts out air (can't think of the name). Its vented to atmosphere (blow through maf and I can't reroute) but from what I read it should not be leaking.

So am I reading everything right? Or should it be leaking since it is made for a recirculated setup?

When I do my boost test I put a fitting on front of the turbo and block off right before my throttle body.

I had my vacuum connected and disconnected, it does not make a difference.
 
I bought it off of ebay. I don't know how old it is, but I have been using it for 3 years. This might have been doing it the entire time, I just now took notice.

When I do the test, the engine has no clue I am doing it. This means when I hook up my vacuum source, it does not matter (vacuum is on engine). Could this be the problem?

edit" I think I found my own answer.

Correction

Step 1B : Remove the BOV return hose and PCV valve hose.

This step is not to be followed, I have had several members asking me about this.

1. Removing the BOV line will result in an opened BOV during the test once the intake pressure is higher than the BOV spring pressure.

I will probably ask another noob question later on. I am going to search more first.
