When I drive the car and start to build boost the gauge starts climbing and won't stop it goes past 25psi. Also when it starts building higher boost and higher RPM's it will start to stutter. Is it a boost leak? I searched boost leak at it seems to have some characteristics of boost leak but I couldn't find anything about what happens to the gauge. Would a leak cause this?

WHOA Dont go into boost until you figure out your problem...
For you to be asking this question I doubt you have supporting mods to run 25 + psi so your on the verge of blowing your motor im sure...

Boost leaks dont cause your boost to shoot to some insanely high number higher than your set for...
Boost leaks do exactly what the name states, leaks pressurized air, a boost leak will make your turbo work harder to maintain the set boost pressure... What your describing is a problem with your waste gate not being able to properly flush off excess turbo exhaust, meaning boost creep...
This can happen from mods that increase engine VE, particular exhaust mods were the waste gate simply cant bypass enough exhaust gasses to keep your turbo at the set psi range its suppose to be at...

Whats more likely to be your problem is the vacuum hoses or lines popped off your jpipe or mbc, or waste gate actuator... First start there and check to make sure they are still connected. Your sympthoms sound like how it would be for some one whod be running open waste gate, or whod be running with no vac lines hooked to jpipe, mbc, or wastegate actuator... Not good at all, hence the studdaring in the higher rpms...
Im surprised you havent hit fuel cut, or popped off a stock intercooler hose...

I never had a problem like this before I have the boost set for 16 pounds and this is the first time It's ever gone over. I only went into boost like 2 times to see what it was doing but I'll check all the lines. Thanks

I just checked your mods... Doesnt seem like you have external waste gate for that 20g, so with full 3in exhaust creep is possible, but since you say this is the first time its done it and that before it would hold 16, then id like to only assume some vac lines came apart... Make sure you dont have a pinch or tiny hole in any of the vac lines either... 25psi is def wayy to high for your mods, and your fuel is decent, but I doubt those 550ccs with a afc can keep up with that kind of boost from that turbo for long. Especially not in high rpms... Tread carefully...

I do have an external wastegate it's in my profile (I think) thats why I was wondering why it was creeping so high. I did just get it back from the shop though so maybe they took a line off and forgot to put it back.

Most likely they put something back the wrong way given that most mechanics dont know much of anything about modified turbo cars....
