Boost gauge starts to flutter??

So after the sd install and getting cruise and idle smooth, all the sudden my boost goes to like 28-30 psi, and with my forge manual boost controller turned all the way down im still boosting like 30 psi and the gauge goes nuts and you hear a flutter sound as well?? Huh??!
 
My boost gauge is brand new, id say I have had it for about a month or so, it never did this when I had my MAF installed, seems only after SD did the boost go crazy, in my logs the ESTboost read 29 along with my gauge that read 28/29, and when the needle flutters on the boost gauge all you hear is what sounds like if you took an air hose gun and rapidly pressed the trigger, idk where to even check because it only happens WOT, I would have thought my MBC would have lowered the boost but turning it all the way down didn't do a thing, and I tryed swapping the vac lines to the MBC and it didn't change anything... any ideas?!
 
I tried turning the boost all the way down, I can't turn the knob anymore on my MBC its all the way down....is anyone thinking the wastegate isn't opening, forcing the boost to build so much, then the flutter is the wastegate trying to open?? I have a Tial external wastegate with the dump into the exhaust, usually you can hear the wastegate open because the exhaust starts to sound diff, I don't think I can hear the change in exhaust sound anymore, how can I check to make sure its functioning properly?
 
Apply air from an air compressor higher than the psi spring thats in it. Is the MBC hooked up correctly? Try unhooking the MBC and connect your boost source directly to your wastegate.
 
Wastegate tested fine, I ran the vac line from the WG straight to the IM and boosts and holds 22 psi no.flutter, guess its a bad manual boost controller?? I had it hooked up so the wastegate line went to.the top of the MBC and the vac off the Mani went to the bottom of the MBC pretty sure that's correct. Even then I tried reversing that and still didn't work... that sucks this thing is new!
 
Its a forge Enos manual boost controller, I had the top one going to the wastegate then the bottom line to the intake Mani is this correct??
