Boost Gauge Question

I have a 13b in my Auto TSi AWD. After i installed the boost gauge and freed up the wastegate "it was stuck". i took it out for a run and hit 20 psi? At the time it didnt have a MBC . I got the controller the next day and turned it down to about 16-17. My question is, if the car was stock, why would the boost gauge read 20+ psi? Thanks :)
 
well how exactly do i know if its stuck? can i open it with my hand or do i need pliars to test to see if its stuck? i just guessed it was stuck last time:\ its really messing with my head LOL :p
 
well my question really doesnt hvae anything to do with the MBC. it has to do with the whole fixing the wastegate thing and the gauge reading 20 psi. it that possible?
