Boost control problem?

I am trying to fix an issue? My problem is when i step on it in first gear it will only reach 17 psi. In second it jumps to 20 and in 3rd around 23? Im not sure why it's doing this and how to fix it? Does anybody out there have a suggestion?

Research the term "boost creep". It has to do with the size/flow/routing of your exhaust.
