blown hg or turbo?

ok, its a 91 talon tsi 5sp. ok heres the facts. driveing it home the other day and as i leave astop light it just blows out a huge smoke cloud and starts running like crap. so when i get home i see that the oil dip stick has blowed out and theres oil every where. its now smokes real bad all the time idle under boost, ect. oil smoke, there is litterly oil dripping out of the exuast tip, theres oil in the inter cooler pipes, but the plugs r dry, did a compression test and got 100, 100, 30, 60, done with throttle open and engine not all the way up to temp. but not cold either, i think its suppose to be aroud 140psi across the cyl. the motor has less than a 1000 miles on the rebuild, also there is no shaft play in the turbo but it dont seem to spin as freely, it will spin about half way around a slow almost like when u spin an engine over and hit compression stroke. sorry for the long thread, but i figured the more facts the easier to figure out.

theres no side to side or in and out play. my first guess with those compression numbers was head gasket but as bad as it smokes and oil dripping out of the exuast u would think the plugs would have to be atleas a little wet but there dry.
 
is your timing correct? my buddy has had his timing way off and his valves weren't closing at tdc giving him bad compression numbers
 
leakdown test.. pressurize up that coolant system.. What do the plugs look like? you said the motor is rebuilt.. is the head torque to spec or is it lifting?
 
not sure how to do the leak test but the plugs r dry and the tips r kinda a whiteish color. the motor was suppose to have been rebuilt by the previous owner, he said 1g rods with 2g pistons or the other way around, not sure he only had the paper work for the new act 2600, and timing belt replacement. this is the 2nd dsm ive bought in the last month that has done this, the last one did the same exact thing but it read 95,95,0,40 im new to dsm so im not sure how hard the head gasket is gona be. but i do have a whole other car to practice on i guess. LOL
