Blown Fuse And Bumper

My first question

I've heard of people getting really cheap OE style bumpers for their car for really cheap
I just don't know where I searched on eBay and the cheapest I found was 110 shipped
Just curious if anyone knows a place cheaper

And for my second question

I was installing my new HIDs and I connected 1 light just to test it and I heard some popping and then it shut off and also the light noise inside the car went out
Does anyone know where the fuse for this would be or anything else it could be

for the fuse, i had to upgrade the one under my hood from at 40amp to a 60 amp.

other then that start pulling fuses inside the car and see which ones are blown.
