blacked out tailights

i have a 97 talon, and i want to black out the taillights, first of all, is this legal? how does one blackout a tailight? could average joe do this in his garage? when ther lights are on can you still see the red when your brake and such? thank for your help :talon:

Neither is speeding or lowering (in some parts of the country).

who really cares what is legal? I get pulled over for mine all the time. Never got a ticket. I sanded mine down and made them more smoked, rather than black. I like it better.
 
its like 200 yards or something like that. I've gotten yelled at, and I think thats what the cop said. Seems like a really long ways to me
 
I never said not to do it I was just stating the facts. I myself nightshaded my tails when I had my 2g, never got a ticket tho.
