You just need a Tacktrix 2.0 cable if the car is a 98-99, if it's a 96-97, I think you'll need to add a wire and pin to the ECU connector to flash.
 
When I set the base ignition timing on my car, I used the actuator feature in evoscan to set the timing. It's located in the bottom right of the program. I had to select the correct ecu but after some failed attempts, it did work.

It's obvious when it does work, as you hear a change in the cars idle.

Once the actuator is activated, follow the normal steps of setting your timing with a timing light

I did try using the plug, but it didn't do anything (96 engine wiring harness in a 98 with 98 ecu :idontknow:)
