Ok, I lost a timing belt, and trashed my head. I'm curious as to whether or not it's better to port and polish the head, get oversized valves, or both.

So you're putting a fully built race head on an otherwise stock car? Personally, that seems like a waste of money until you have a turbo that will benefit from it and a better bottom end.
Showing just how much of a noob I am, will the HKS gears fit the BC cams?Actually it will be a lot smarter to do it now and right instead of having do again another time. Do it once and only once is my modo.
To the OP I would stick with a stock port and do not get oversized valves. Actually to save money you can run stock valves with no issues. Evil Eagle is running 9's on stock valves and I know people that have done high 10's low 11's.
A good built head would be all you mentioned, double valve springs, BC cams (save some money) and 3g lifters.
