Cosmetic. I don't think it will affect the lighting much but I haven't drivin at night with them yet so I don't know

The lens isn't tinted at all. Inside the housing certain areas are sprayed black

Here's a pic with the lights on. Not very good pic but it will give you an idea. They are still pretty bright
