ECMlink BCS Not working! Bad ECU Drivers??

So I installed the IR BCS from Link but the solenoid still isn't working. I did a battery test and the solenoid works. I checked continuity of the ecu wire into the engine bay, its good. So can I only assume since the ECU isn't tripping the ground signal that I have a bad driver? I went to the misc tab to cycle the BSC button and its not cycling or activating the solenoid, so before I send my ECU off to ECMLink to get repaired to you see any other conclusion on why this isn't working?
