Im trying to install a new oil pump and I can not get the balance shaft gear off to completely take the oil pump off, I have searched and look in my repair manuals, nothing.

this may help not sure about the 420a.
put the belt and tensioner back on and tighten it so it won't turn.
I tried this when removing mine, it just broke the belt.
done this several times with great success. Your belt must of been old. Lol j/k

It was indeed an older belt. It would have needed to be replaced anyways if I hadn't removed my balance shafts.
I removed mine with both balance shaft on.
Just take off all the bolts from the front case and hit the case with a plastic hammer, just a bit so it brake loose, after that is easy to get it off.
You need to bring the engine way down to removed the case with the balance shafts attached.

I just saw the pic you posted and there still one bolt on it, right under the tensioner arm, get it off, that's your issue.
