balance shaft belt removal

so i have heard that instead of doing the whole balance shaft removal that i can just remove the belt. can i do this and still leave the shafts in place? any help would be greatly appreciated.
 
My head hurts after that read up and hearing both sides. Im still confused :confused:

Car is a 95 TSI awd with 140k new rods/mains and Im sure that the BS bearings are worn out. I dont want them locking up and Im about to do a timing belt swap. I dont have the time to pull the motor/money isnt a BIG issue at the monent.

Any GOOD advice? There has to be another option
