Bad egr but no cel?

Is it possible my egr is bad if it isn't throwing a cel? my egr rattles when going up hill, and my emissions are really bad but i never get a cel.

How do you know it is the egr rattling when going up hill?

because i have eliminated the possibility of it being anything else like spark knock etc. it is flapping open and clo0sed really fast under load

im not saying ## wrong but i would imagine that would be flapping really hard for you to hear it that easy

I dont have an egr system and i dont have a cel so yea its possible
