B&M Fuel pressure Modifier??

So as I'm starting to get together my Fuel system for my 98GS-T, I got this B&M Fuel pressure modifier.. When I ordered it I thought it was a whole FPR. But No it is just a Modifier..Has Anyone used one of these and/ or heard of it? I'm kinda lost as in should i use this or not..I guess it works with the stock fuel pressure Reglutor.
