Auto seatbelts and door locks not working properly.

Hey everybody. I have a 93 Talon I just picked up. When I got it the auto door locks worked and the seatbelts moved anytime you opened the door. Now the door locks don't automatically lock and the seatbelts only move if the key is turned to accessories. I checked the fuse and it was fine. Any ideas? Thanks in advance!
 
check and see if the fuse loses power in the on or run position(when they dont work) i believe they should have power all the time ..... does anything else stop working ?
 
Everything else electrical works for the most part. The foglight switch doesn't work though. They automatically come on with the headlights. I'm not sure if it's related. The blower motor works, the windows work, wipers, lights, etc. I'm stumped.

Edit: On a side note, I think the alternator is on it's way out. When I turn the lights on the idle lowers. Would a bad alternator possibly cause these odd problems?
 
I went over all the fuses again and everything seems fine. Is there any other sort of relay that could be the culprit?
