another idle surge/stalling question (could not find answer searching)

i have had this car for about four months now and it always had a slight idle surge that gradually got worse over time. recently when cold the car would surge to 2300rpm+ and back down to about 300 and sometimes stalling. i did a boost leak test and noticed a massive boost leak on the underside of the intake manifold caused by a blown intake gasket. I replaced the gasket and the car seemed to idle better but still had a slight idle surge along with some stumbling. I fixed all of the other boost leaks and the car now holds pressure fine. when driving the car now every time i go to decelerate and come to a stop the car stalls. it will start right back up and will stall again if i don't give it gas. even changing gears going around sharp turns the car will stall. the o2 voltage on my datalogger reads .00-.06 at idle which is very lean and my boost gauge only reads about 14in. of vacuum at idle. the datalogger shows the isc moving in and out and the isc has ohmed out good. also for some reason both honeycombs are missing in the mas from the guy who owned it before me. could this cause a lean condition at idle? it still doesn't explain the lack of vacuum at idle though. is the tps% on the datalogger supposed to read 0% at idle or 10% because mine reads 10%. could it be the fiav? somebody please help. sorry for the very long post.
 
hey man i bet you that it is the ICS.. idle control sensor.. my car does the same thing, it doesnt stall out though. if you go to vfaq and go to intake and go down to check ICS and all that you'll see what i mean.. hopefully that helps.
 
i did the voltage test on the isc and it would just twitch without moving in or out so i bought a used one from mitsubishi graveyard that was guaranteed not DOA but i had no luck with that one either. I did not do the voltage test on that one yet but i will when i pull the tb back off today. would an isc cause my vacuum readings to be so low? while the tb is off i am also going to block the fiav off to see if that is the problem.
