Another Idle Problem, BISS sucking Air?

Since I changed my UICP and cleaned my TB, my car has been running very bad. After I installed the UICP I tried the car on my street and it wasn't boosting at all, but later I found out that my MAF was disconnected. I haven't been driving the car and now it seems like I have another problem. When I start the car and let it warm up my idle goes from 1500 to 1600 and sometimes go down to 1300 and stay there, so today I started looking around for boost/vacuum leaks and something has caught my attention. When I put my finger over the BISS it starts sucking my finger in, well I decided to put some tape over it and i tried revving the car too see if the boost gauge reading is different. Before it used to jump up just a little from -7, but since I blocked the BISS screw it goes up to about -4 now. Is the BISS screw supposed to be leaking vacuum or do I really have a leak? How could I fix it? And what is my boost gauge supposed to read when i rev the car in neutral?
 
Mine reads about -17@idle. There is an O-ring gasket that goes around the screw, I found one at a hardwear store that was a little fatter that the OEM one, I just put it around the biss screw and put a little spit on it and tightened it down, No leaks since.

I've seen a few that were filled with silicone on top of the screw, crude but will work.
