Ok, so lady tells me that she had a new timing belt put on and believes the guy who did it DID NOT uses a torque wrench and torque it to spec. Anyway, could this have caused for the cam gear to break like it did?

One other question - its kind of braud - but what could be wrong with the turbo if it doesn't spin?

You're having a lady diagnose car trouble on a free car for you? Here we go.

Ok, unlike Defiant, I will try to help you rather than insult. We all have to start somewhere man!

The cam gear is broke, a few things could have coused that, and overtorque is def. one of them. I would have to see pics in order to diagnose it better, but Ill name some. The cam gear maybe was removed for some reason, and upon re-installation, it was over-torqued, alot and cracked the cam gear and broke it. Or in a very extreme case, although unlikely b/c cam gears are pretty strong, the t-belt could have had too much tension and some how cracked and broke it. Or maybe it was removed, dropped, cracked, broke, etc. Alot of things. But if it truly broke, then timing slipped and you smacked your valves, smashed your pistons, are looking at a lot of work ahead or you or the shop.

And your turbo. It could have sat a long time, and froze up, it has happened. A can a pb plaster and all night could fix it. Seals and bushings could be shot and the turbo is junk, or it could have overheated, etc.
