Alot of Electrical Troubles

Hey guys, I just bought a 1990 Eclipse GST. I am having trouble with alot of my electrical components. let me explain. My tachometer does not work, none of my gauge or ac control knob lights work either. On top of that, my wiper switch does not work. i took off the plate to get to the ecu to see if it was burnt, and I found cut wires there. Kind of scared me but could this all be from the wiring problem?
Oh yeah, radio doesn't come on.
