Air puffs IN and OUT from oil cap and valve cover hole to the intake..?

My car is slow...missing like 50-75HP. I can feel air puffs IN and OUT from oil cap and valve cover hole to the intake... Is this normal?

When I boost leak the car I I can fill past 15psi but it slowly leaks out from where I don't no besides if I remove the oil cap I can hear air hissing and pressure build up in the valve cover. It takes about 20 secs or so for it to drop from 15psi to 0 psi.

no smoke out the exhaust
PVC leaks very slightly but when blocked off the air still got into the valve cover area.
 
Move the tester to TB elbow. If hissing stops, air is going through turbo seal > oil return > oil pan (No biggie if you're not smoking). If problem persists with the pcv plugged, it's either piston rings or valve seals. Repeat the compression test and a wet test immediately after to help rule out the rings.

Yes but I was told it's because there is no oil pressure since the engine is off. I wouldn't say it's like blowing bubble in milk but maybe like fat rain drops LOL. Still leaks if attached to the throttle body elbow.
