Help! Air From Dip Stick And Oil Cap Checking Boost Leaks?????

ok, when i check for boost leaks via the vfaq boost leak checker that clamps to the turbo and uses a tire valve stem, i air it up to 15 psi and air very quickley blows out the dipstick and comes out the oil cap hole on the valve cover and i can hear the oil sloshing around in the engine, is that normal?
 
i also have low power, poor and fluctuating idle, bad gas milage, sometimes runs hot-225*F, i dont hear and boost leaks anywhere when im airing up the system besides the oil stuff in my previous post. what could it be? compression results 145 149 150 153. coolent pressur test reveals a slow leak over the corse of 45 minutes it goes from 16psi to 5 psi, no visual leaks, tried to different testers.
 
do a cylinder leakage test. If the air comes out of the dipstick and where the oil cap is then you have blow by. aka need new piston rings put in. Doing the cylinder leakage test will show you how bad it really is. I did one on my car and it came up that I have 25-30% leakage in cyl 1 and 4. and about 15% leakage in cyl 2 and 3. 12% is close to stock.
