My VR4 just started feeling a little sluggish. Last night, I changed the ISC to the black one, and changed my oil with Peak 20-50 and a quart of Lucas Oil Stabilizer. I also ran codes but as I did, I heard the ISC buzzing like crazy i believe- I know they do this sometimes, but not sure what the reason is.

Before I did the repairs, the car pulled and built boost well on the evo 3 16g. It just had high and erratic idle, which is why I changed out the ISC. Now after I did the repairs, the motor felt real smooth with lifter tick gone. But it doesnt feel like it builds boost well. Also I did not have time to reset the idle after the ISC and it now idles at 2k although last night on the way home it idles just fine.

Also the codes I pulled were 31 (knock sensor) and 44 (ign coil), although I dont see how 44 could be right as it was running well before.

I've had this happen the day before as well- car started idling really low, and would stumble upon pressing on the gas. The CEL came on and stalled. I thought it was a vacuum leak after i opened the hood. The CEL went away and it drove fine by itself.

Actual wrench time can be limited which is why I'm trying to gather as much info as possible before. Any takers?

Inspect all the wires doubt to the coil and the knock sensor. If you don't see anything obvious, replace them. The coil pack would cause a misfire resulting in less power and boost. The knock sensor would put the car into a limp mode.
