Ok, so I installed my AEM UEGO about a week ago. Brand new in the box. I have maybe a mile at most on the wbo2 sensor. Is it normal for the gauge to start at 14.7-14.8 when the car is OFF with a Cold Engine then jump to 13.x then back to 14.7 then drift over to 17.9 then --- lean? Is there anyway to test the o2 sensor with a multimeter?

There is but as long as you are seeing a high 14 switch point on the WB then the front NBo2 is working. It should bounce slightly at idle and cruise but only about 14.0 to 15.3 ish. If you are seeing 17's then look into fuel trims.
 
I worded it worng. This is with the car OFF, cold engine. It does this.
