ACT Flywheel Question

Hi, I have an act stage 4 2600 clutch and i just ordered an act flywheel for it and my buddy said i need to get it stepped. is he right?

If its new, no i got a new flywheel, and clutch and good to go, if you get it resurfaced then maybe.

I always check the step height and the amount of cone or flatness across the flywheel & pressure plate, even new.
