I have a 99 Eclipse Spyder GS 5sp SOHC. When I cold start the car it makes the whining noise when a belt is no good. How can I check which belt is no good and are they hard to replace?

Since I got the car not too long ago I would like to change all 3 accessory belts and when I replace them how do I know it's tight enough? Thank you.
 
You could also have a tensioner squealing, and I've even heard the power steering pump do it. Hopefully it's your belts though, a much easier fix.

It happens when i turn the car on a cold start n then stops after 10seconds or so..and it does it again when i turn the ac on it goes off for about 5seconds then it stops. If the car is warm it doesnt squeal
 
On 2.4L Spyders, it’s usually the alternator belt. I have to retension ours at least once per year because it squeals on startup.

That belt is up front, so it gets lots of heat from the exhaust and radiator, and the factory tensioning method can cause a little bracket flex.

The alternator belt is also directly under the power steering belt, so it is susceptible to getting coated with PS fluid.
