A good deal??

I found a 91 Eagle Talon TSi (FWD) for sale for $3500. Here is what the guy has done to it (quoted).

INTERIOR IS IN GREAT CONDITION, THE REAR HATCH INTERIOR AND REAR SEATS HAVE BEEN REMOVED. THE BODY IS IN GOOD SHAPE, VERY MINOR BODY IMPERFECTIONS. EASY LOW 14 SEC 1/4 MILE CAR!!!

The body has 115,000 miles. I was wondering how legit this sounds and whether or not its a good deal. I appreciate any help you guys can provide.

um well if everythings works well than that price is about right... and i do mean everything. Even though that was very painful to try to read all caps I did my best. Most of what is listed as "mods" is just stock components that come on any turbo DSM so dont get fooled. He has in reality very light mods. The car would need to be in very good shape to get that price and if it is sure go for it. ... just read that the motor wont start....yeah.. really check that out. Seems weird to me he has a fresh motor and tranny and all these parts half of which are not installed and wants to sell the car.

Next tell him since the car isnt running, and it doesnt seem to be an easy fix. That you will buy the car as almost a parts car for a grand ..Seriously there is no telling what could be wrong with that car. Think it though, and figure out if you are able to fix the issues yourself or will you be paying someone to fix it. Hell, its fwd to, so its not GOLD..
Even running I wouldnt pay more than $2500 for it. Its not as modded as it sounds. Just looks good on paper.

I would probably keep the rims. I'm a senior in high school and i'm looking for a car that will be a good car to build up through college so that when i get out of college i'll have a sweet car to drive. I work at the Infiniti dealer in Cincinnati, so i would either see if he could tow it down here so i can have a mechanic look at it (its in lafayette, IN) or find a dealer up there. Tell him to have everything installed and working, get it running, then you'll pay $3500 for it, otherwise, offer up $1500 because you are going to have to spend a lot more getting the stuff installed (act like you won't do it yourself, it may get you a deal). Give it a shot.
For the record, I bought my car, 90 Eclipse GST with JDM motor for $1500, 174K on the body, car starts up perfectly every time, runs great, only problem was the clutch being crap and exhaust manifold cracked, nothing another $500 couldn't fix, so now I have an excellent running machine for about $2k. The way I look at it, that's a lot less than the $3500 this guy wants to get for his car that doesn't run.
