98 Eclipse Hard to Start

Just the other day i went out to my car and it wouldn't start. I finally got it started by pressing the gas pedal all the way to the floor. When it started up it idled at 1500 rpm. When i rev the car up it will stick at the rpm that i rev it to and then the rpms will slowly die back down to the idle speed of 1500 rpm. Any feed back on what this could be will be really helpful.

Check that the throttle body cable isn't sticking. After that I would check electronics like ISC.

I replaced the PCV valve and everything seems to be working fine now.
