Yes there is liquid in the master cylinder but barely above the minimum, so it’s very possible that there was a leak at some point but I feel like it would be all gone if there was and I’d have to check if the clutch rod moves soon when I go to work on the car, thank you
 
Not necessarily, it could leak only under certain conditions. Brake fluid doesn't usually evaporate into thin air. If air was introduced into the system, that could cause MC/SC operation issues.
