95 Talon Tsi Timing HIgh Idle

So my car has had a high idle problem for awhile. So I did a boost leak test, got hard intercooler piping, new bov, put on a new intake manifold gasket, did a vaccum delete, emissions delete, fiav bypass, new tps, new iacv, new mdp "map" sensor, new throttle body. And it still idle at 2k. I found this wire that looks like it does something with the timing. It comes out of the wiring harness the injector's come out of and its crimped on the end like it got pulled out. Here's a pic of it:

It goes to a small capacitor mounted on the drivers side of tge stock intake manifold. U have a 1gride intake manifold.

Thats what I thought thanks! What does it do?

I belive its to smooth out the pulse and absorbe rfi interferrnce between the injectors and coils. Just my guess.
