I hate to be the kill joy, but fast and cheap are no where near each other in the dictionary. Speed is relative to money or the amount of good deals you can swing and favors you have the ability to call in. Bearing in mind that without a turbo, which can be installed, you will be limited to the amount of absolute power you can produce. Turbo or forced induction replaced cubic inches a long time ago when it was figured out that more air and fuel FORCED in will produce more power than raw cubic inches. So, with all that being said, you will be able to enhance your performance, but you will be limited to the fact that you cannot increase your cubic inches. At least not a lot. Increasing efficiency will probably be what you will end up doing and it will help quite a bit, but to do it right means and I hate saying it, spending money.
Good Luck

sell it and get a tsi! all in all you are better off to save the money on mods, sell the car and use the money you would of used to mod your car to buy a tsi or a turbo eclipse( gst or gsx)....the 420a just isn't a good motor to make good numbers without a fat piggy bank

Keep in mind to some people a 14 sec. car is fast. Especially non turbo. I don't know what you consider cheap, but for complete turbo kits this is a great kit that includes turbo, intercooler, blowoff valve, etc. It would atleast be a good place to start. It is not as cheap as some other options but you pay for what you get. 420a Turbo kit 95-99 Eclipse Talon - TREADSTONE PERFORMANCE

Otherwise, just follow the upgrade link posted above.
