First things first. Boost gauge and manual boost controller. Do the free/cheap stuff, especially fuel pump rewire. Then exhaust wouldn't be a bad idea.

Porting is always cheap...

$500 can bring that car a long way. Heres some things you could do:
JoeP MBC $40
boost guage $50
K&N $40
Home Depot intake $20 or Dejon Tool ~$100
3" cat delete down pipe ~$150
3" cat back ~$350
Good luck dude, just be sure to get the boost guage before you start playing with the MBC, the stock on is POS.
